This print shows a windlass (right) being turned by Francis Russell, Charles James Fox—wearing a tricolored ribbon in his hair—Richard Brinsley Sheridan and George Tierney. A raft advanced diagonally from the left with a tricolored flag inscribed ‘Liberty’ which is surmounted by a cap of Liberty. Fox, among other British authorities are being helping the French efforts, rather than defending their own country.
